Enhancing Education Data: School Observation Tool
Since 2021, HISP WCA has collaborated with the Ministry of Education to implement DHIS2 within the Education Management Information System (EMIS), transforming education data collection and use. Prior to this intervention, school observation data was captured on paper, creating challenges in data aggregation, trend analysis, and decision-making. In 2023, we introduced a school observation tool within DHIS2, enabling real-time data collection on classroom environments, teaching practices, and learning conditions. Using DHIS2 Android, 81 inspections now collect and analyze data at the local level, supported by custom dashboards and offline functionality for enhanced accessibility. Integration with routine data via StatEduc has enabled comprehensive trend monitoring, automated scoring, and targeted interventions. Technically, DHIS2 was configured to support interoperability, real-time analytics, and decentralized data use. DHIS2 Tracker and Event programs capture detailed school-level data, with scores automatically calculated and displayed for actionable insights. Dashboards support real-time trend monitoring and data quality assurance, while role-based access ensures security and accountability. WhatsApp-based support facilitates collaboration, enhancing engagement and issue resolution among stakeholders. The intervention has driven significant impacts, including improved monitoring of teaching quality and school infrastructure, streamlined work processes, and evidence-based decision-making at all levels. It has strengthened organizational capacity, enabling targeted planning, teacher capacity-building, and policy development based on real-time insights. Other countries can replicate this intervention by leveraging DHIS2 to unify fragmented education data systems. Offline functionality, automated analysis, and stakeholder collaboration through digital communication tools serve as scalable solutions for improving education quality globally.
