Leveraging PERFORM2Scale Management Strengthening
Introduction Workforce challenges, including underperformance and data utilization gaps, were significant barriers to achieving health outcomes in the district. The MSI is a data-driven approach that empowers teams to analyze their workforce performance problems, develop and implement appropriate workplans, and improve management practices through experiential learning. This abstract highlights how Jinja DHMT leveraged the DHIS2 system to identify and address workforce performance challenges. Methods Key performance indicators were extracted from DHIS2 for the past five years to identify gaps in workforce performance, with low immunization coverage emerging as the top priority. A problem analysis was conducted using the problem tree approach, and a detailed workplan was developed to address root causes. Performance targets were set for key staff, and implementation was monitored through regular supervision, periodic review meetings, and the introduction of a reflective diary to document lessons learned for a period of 8 months. Results Use of DHIS2 enabled 100% of health facilities to submit validated monthly reports, facilitating robust tracking of immunization progress. A data quality assessment was conducted in 13 out of 25 high-volume health facilities to ensure accuracy and reliability. Additionally, DHIS2 data revealed an increase in the proportion of fully immunized children from 67% to 82%. Discussion The improvement in immunization coverage amidst the challenges of the COVID-19 pandemic underscores the effectiveness of the MSI and highlights the critical role of DHIS2 as a tool for optimizing data use and resource allocation. Conclusion and Lessons Learned Deeper problem analysis, supported by reliable and actionable data from systems like DHIS2, leads to sustainable improvements in workforce performance and service delivery.
