Showing HTTP Status 404 - Not Found

Dear Team,

I have setup new server with using :GitHub - bobjolliffe/dhis2-tools-ng: Next generation dhis2-tools.
Even did the below changes:
sudo lxc exec proxy -- vi /etc/apache2/sites-enabled/apache-dhis2.conf

If you scroll down to somewhere around line 80, you will see:

        #===========================================================
        # Rewrite requests for / to main dhis application
        #===========================================================

         RewriteRule   ^/$  /who/  [R]

Also, i have restated the server and all containers. Could you please help me to resolve this.
